ROK JCS Conducts the 14th ROK-TUR High Level Military Dialogue M...

∙The Republic of Korea and Türkiye, as strategic partners, and based on mutual trust, evaluated the further deepening and development of the military relationship. ∙General Yaşar Güler, Chief of the Turkish General Staff, "Grateful for the people of our brother-nation Republic of Korea for being there with Türkiye as we overcame the national disaster". ○The Republic of Korea Joint Chiefs of Staff(ROK JCS) conducted on 29 March the 14th ROK-TUR High Level Military Dialogue Meeting(HLDMD) in Ankara, Türkiye. ○General Park, Woong, the Vice-Chairman of ROK JCS and General Selçuk Bayraktaroğlu, the Deputy Chief of the Turkish General Staff(DCGS) attended the HLDMD as the heads of delegation, together with the two nations' key personnel. ○Both delegations evaluated that the ROK and Türkiye are strategic partners, and based on mutual trust, their military relationship is further deepening and developing. In particular, the delegations had in-depth discussions about enhancement of bilateral military cooperation such as: △ assessment of security environment, △ ROK-TUR protection of classified military information, △ expansion of participation in multi-national trainings, and △ expansion of education and personnel exchange. ○Following the HLMDM, General Park and the ROK delegation had a courtesy call with General Yaşar Güler. The ROK delegation expressed the gratitude for the outcome of the meeting, and conveyed deep condolences to brother nation and blood ally of Türkiye affected by the recent tragic earthquakes. General Yaşar Güler expressed gratitude to the people of brother-nation Korea for being there with Türkiye in overcoming the national disaster. Also, he emphasized that this meeting was a great opportunity that showed the strength and deep trust of the bilateral relationship. ○Both nations agreed to hold the 15th ROK-TUR High Level Military Dialogue Meeting in Seoul, Republic of Korea in 2024, which marks the 67th anniversary of the establishment of diplomatic relations.

ROK CJCS Visits USS Nimitz, Observes ROK-US Combined Carrier Strike Group Training and Emphasizes the Importance of Maintaining the ROK-US Combined Defense Posture and Decisive Response During Crisis ∙Alliance to respond resolutely to any and all enemy provocations or aggression by maintaining the steadfast ROK-US combined defense posture ∙Deployment of U.S. strategic assets to demonstrate the powerful extended deterrence commitment and capability ∙Encouragement for the ROK-U.S. sailors who are dedicating themselves to their training to enhance combined operations capabilities ㅇ General Kim Seung Kyum, CJCS visited the USS Nimitz on the 27th of March while the carrier conducted ROK-U.S. combined maritime training in international waters south of Jeju island. He inspected the training situation, and encouraged the sailors who are dedicating themselves through training to the growth of the combined maritime operations capabilities. * The USS Nimitz was commissioned in 1975 and is under the flag of the U.S. Third Fleet (displacement 100,000 tons). The carrier is capable of carrying 90 air crafts including FA-18 (Super Hornet) and early warning A/Cs. ㅇ Chairman Kim was briefed on the training situation and stressed that "North Korea is severely threatening the Korean Peninsula and the regional security order through multiple ballistic missile launches including ICBMs, and implications of their offensive use of nuclear weapons through their self-proclaimed 'nuclear counterstrike tactical trainings'." As such, he emphasized that the "ROK-U.S. Alliance will respond in a resolute and overwhelming manner to any and all enemy provocations and aggression" and that "we will make it profoundly clear the following fact: any attempts of an enemy nuclear attack will surely mean the end of their regime." ㅇ Further, Chairman Kim assessed the CSG deployment and training to be "clear evidence of the execution power and ironclad will of the ROK-U.S. alliance regarding its combined defense posture and our deterrence against enemy provocation." He noted that "the ROK-U.S. alliance will continue to cooperate closely to thoroughly prepare against the enemy threat and to carry out the U.S. extended deterrence into action." ㅇ The USS Nimitz's visit to the Republic of Korea took place as part of the strengthened WS combined trainings and concerted efforts to demonstrate the steadfast ROK-US combined defense posture and to carry out the U.S. extended deterrence into action.

∙CJCS inspects the mission execution procedures of US strike asset(AC-130J) that deploys to the Korean Peninsula in contingencies. *AC-130J, capable of being employed as a strike asset targeting critical enemy facilities during wartime(and loading precision-guided munitions such as GBU-39), deployed & trained on pen for the first time. ∙Wartime Combined Operational Execution Posture established, and interoperability enhanced through ROK-US combined special operations and terminal attack control training. ㅇ ROK CJCS General Kim Seung Kyum observed ROK and US combined special operations training (Teak Knife) in order to inspect operational execution procedures and firmly establish a 'Determined Battle Posture' with special operations troops, in response to DPRK's increasing threat of provocations. ㅇ The ROK and US have been conducting the annual combined special operations training event, 'Teak Knife', since February. This week, the training focuses on terminal attack control with the aim of familiarizing operational execution procedures for precision strikes against targets in the enemy area using airborne assets and fires. ㅇ Of note, for this year's 'Teak Knife' training the AC-130J, a US airborne strike asset tasked to deploy to the Korean Peninsula in contingencies, flew to the Korean Peninsula for the first time and participated in the special operations training. It is conducting precision targeting training using 30mm autocannons, 105mm howitzers, and precision-guided munitions, such as AGM-114/176 and GBU-39, at altitudes above 10,000ft. ㅇ During the training, Chairman Kim visited the airbase where the AC-130J is currently deployed to inspect the operational execution procedure of munitions that will be employed in real word operations, and stressed the importance of "harnessing the capability to strike the enemy's critical facilities without fail, and establishing wartime combined operations posture by enhancing interoperability between the ROK-US through realistic combined special operations trainings". ㅇ Furthermore, while inspecting the operational posture of ROK-US special operations troops infiltrating enemy areas during wartime to conduct terminal attack control, Chairman Kim emphasized the need to establish "capabilities and posture that can inflict critical damages to the enemy and force a victorious resolution to the conflict, in response to DPRK‘s materializing threat of provocations". ㅇ Chairman Kim's on-site inspection of 'Teak Knife' training occurred amid continued DPRK provocations and threatening rhetoric against ROK-US combined trainings and exercise, with the purpose of inspecting the alliance's overwhelming response posture and combined defense posture ahead of the '23 FS exercise. // END //

○ The ROK Joint Chiefs of Staff held the 1st ROK-NATO Military Staff Talk from 13 to 14 February. The ROK-NATO Military Staff Talk is a regular dialogue at the director level to enhance the understanding of security situation on the Korean Peninsula and strengthen mutual exchanges and cooperation. When the Chairman of the ROK Joint Chiefs of Staff visited NATO on November 2021 and the NATO Chair of the Military Committee visited Korea on April 2022, both sides agreed on the necessity of a dialogue and opened a staff dialogue. ○ On the 13th, Major General Kim Su-Kwang, the ROK JCS Director for Strategy and Plans and Lieutenant General Francesco Diella, the Director of NATO Cooperative Security Division attended the dialogue as head of delegation. Significant achievements such as △ cooperation procedures and strategic concepts, △ evaluation of cooperation, and △ future direction were made to strengthen mutual military exchanges and cooperation. ○ On the 14th, the NATO delegation visited the Joint Security Area (JSA), and toured the watchtower and the Panmunjom Military Armistice Commission's main conference room. They expressed appreciation for the soldiers who devoted themselves to peace and stability. ○ General Diella said, “This visit was a very meaningful time to lay the groundwork for ROK-NATO military cooperation" and looked forward to the 2nd Military Staff Talk to be held in Belgium next year. //End//
